The Madrid Prosecutor’s Office has filed the complaint against José Luis Terreros, the director of CELAD dismissed last January for alleged irregularities in the operation of anti-doping control. The Prosecutor’s Office, sources from the institution report, does not see signs of crime in the events, reported by a CELAD official to the Ministry of Education and Sports and sent to the public ministry by the president of the Higher Sports Council (CSD), José Manuel Rodríguez Uribes.

Three weeks later, on January 26, the CELAD Governing Council, chaired by Rodríguez Uribes himself, dismissed Terreros, director of the Spanish anti-doping agency since 2017.

The official, against whom Terreros had opened a file for her work at CELAD, had denounced the irregular use of public funds to pay for sampling carried out with a single control agent when the regulations required two agents. The company that won the tenders, the German PWC, billed the controls, according to the complaint, as if they were carried out by two people. This formal defect also resulted in the failure to initiate sanctioning procedures for doping in certain cases in which the doping analytical results were adverse. The official also denounced, and the CSD referred to the Prosecutor’s Office, the irregular granting of therapeutic use authorizations to athletes with retroactive effect.

Sources from the Madrid Prosecutor’s Office also report the filing of a complaint by an individual before the Court of Accounts for the alleged irregular use of public funds.

“Now, let’s see who restores my honor after seven years of work for Spanish sport,” says Terreros, who has had two successors in the position of director of CELAD in the last nine months, in a message. Silvia Calzón, who replaced him in January, was replaced by Carlos Peralta in Septemberbecause the first was called by Pedro Sánchez to be part of the President of the Government’s Cabinet in Moncloa.
