In Russia, members of parliament have approved a bill in the first reading that would ban Russian children from being adopted by parents in countries where gender-affirming care is provided. Russian President Vladimir Putin has a very conservative line on social issues. He sees this as an extension of his fight against the West. Foreign adoption of Russian children was already rare, especially since the Russian invasion of Ukraine.
