He aims to become the greatest warrior of the sea and believes that the Giants are the only ones who can inspire him and help him achieve his goal. Thus, many One Piece fans expect him to get a new power-up in the upcoming arc.
But considering his personality and his comical cowardice in dangerous situations, fans have been skeptical about what his power-up could be. He cannot have an awakening as he does not have any Devil Fruit power, and in terms of Haki, he has only been able to awaken his Observation Haki till now.
However, according to a bizarre theory, Usopp’s power upgrade might not be limited to him. There is a big chance that instead of him, his slingshot, also known as Kabuto, might get a Devil Fruit power that has been in talks since Wano. While this theory might feel too far-fetched, it’s not completely crazy.
Usopp Has Finally Got a Chance To Get a Power Upgrade

But Usopp’s connection with Elbaf makes a strong argument about Usopp getting a power-up. Crazy One Piece Theory Explains How Usopp Will Level Up
According to a One Piece theory posted by u/Dr_Whimsicott Usopp will probably find the mysterious Toki Toki no Mi Devil Fruit and, with the help of Lilith (one of the Vegapunks), feed it to his slingshot, Kabuto. This will increase his power level to that of other snipers in the series like Van Augur and Yassop.
Toki Toki no Mi has been a part of the One Piece discussion since the Wano arc, and it has returned to circulation after the death of Kouzuki Toki. The Devil Fruit allows its user to send themselves and others forward in time. As Wano and Elbaf were allies during the Ancient Kingdom, there is a strong chance that their connection can be explored through the mysterious Devil Fruit.
On top of that, if Usopp somehow feeds this Devil Fruit to his slingshot, it will allow him to combine it with his observation Haki and send his projectiles in the future and land the perfect shot on his opponents, making him worthy of the Brave Sea Warrior title. While this One Piece theory may seem bizarre, it fits well with Usopp’s personality and his upcoming opponents’ powers in the form of Van Augur.
